Communist Party of Vietnam- First National Congress


Ha Noi, April 12 (VNA) -- Each Party congress was an important historical milestone for the successes, achievements and experiences of the Viet Nam Revolution.

A meeting to unify Communist Party organizations in Viet Nam under the chairmanship of Nguyen Ai Quoc (President Ho Chi Minh), held in Kow Loon near Hong Kong, China, from Feb. 3-7, 1930, was an historical event of the establishment of the Communist Party of Viet Nam.

The conference outlined the Political Platform, Strategy and Statute of the Communist Party of Viet Nam, the way to liberate the nation and advance to socialism of the Viet Nam Revolution.

The first General Secretary of the Communist Party of Viet Nam was Tran Phu.

The First National Party Congress:

The first Congress of the Indochinese Communist Party was held at Guangong street, Macao, China, from March 27-31, 1935 in the presence of 13 delegates from domestic and overseas Party committees.

The Congress pointed out the main tasks of the entire Party, which were to strengthen and develop the Party, unite broad sections of people, and oppose the imperialist war.

The Congress passed the Political Resolution of the Party, Resolutions on the mobilization of workers, farmers, youth, women and soldiers, on the anti-imperialist front, on self-defence forces, on ethnic minority groups, and the Party's Statute and the regulations of mass organizations.

The Congress elected a 13-member Party Central Committee and a five-member Standing Board.

Comrade Le Hong Phong was elected General Secretary. The Party Central Committee appointed Comrade Nguyen Ai Quoc as representative of the Indochinese Communist Party to the Communist International.

The first Party Congress was an important historical event, marking a fundamental victory of the struggle to maintain and restore the system of Party organizations from the grassroots to central levels. This was a basic and necessary condition for the Party to enter into a new period of struggle.

The General Secretaries of the Party in this period were Le Hong Phong (March 1935-1936); Ha Huy Tap (1936-1938); Nguyen Van Cu (March 1938-January 1940); and Truong Chinh (May 1941-February 1951).

The Party Central Committee meetings from the first Party Congress to the second Party Congress were held in July, 1936; on March 13-14, 1937; September 3-5, 1937; March 29-30, 1938; November, 1939; May, 1941; March 9, 1945; August 13, 1945; December 18-19, 1946; January, 1948; January 1949; and January, 1950.--VNA
