Press Communique on 2nd working day of IX Congress
Ha Noi, April 20 (VNA) -- Vietnamese and foreign delegates continued delivering speeches and greetings on the second working day, April 20, of the National Congress of the Communist Party of Viet Nam.
Pham The Duyet, permanent member of the Standing Board of the Party Central CommitteeEs Political Bureau, presided over the session in the morning.
Foreign delegates who took the floor to congratulate the Congress in the morning included:
1. Valentine Kuptsov, First Vice President of the Russian Communist Party Central Committee and head of the delegation from the Russian Communist Party,
2. Jean Paul Magnon, Politburo member of the National Council of the French Communist Party and head of the delegation from the French Communist Party,
3. Ueda K-Chiro, Vice President of the Japanese Communist Party Central CommitteeEs Presidium and head of the delegation from the Japanese Communist Party,

The first, held in the morning by Foreign Minister Nguyen Dy Nien, who is also member of the Party Central Committee, was about Viet Nam's foreign policy and its international economic integration.
