DECISION 137-HDBT OF THE COMMITTEE OF MINISTRIES
ON 27 APRIL 1992 ON PRICES
I. LIST OF GOODS AND SERVICES OF WHICH THE STATE DETERMINES STANDARD PRICES AND FRAMED PRICES
Article 1
The State determines standard prices of:
1. Electricity, postal fees, and domestic telephone and telegraph fees;
2. Toll for the use of water from the water supply works which has been invested by the State budget;
3. Natural resources;
4. Land rent;
5. Residential premises owned by the State to lease or to sell.
Article 2
The State determines framed prices:
1. Maximum prices of standard goods such as petroleum, metal, urea, cement, newsprint, fair of rail and sea transportation of food from the North to the South, of fertilizer from the South to the North and of some essential goods to the mountainous; framed price of the collection and sale of the goods falling in the list of national reserve;
2. Minimum purchase price of paddy, maximum selling price of rice in the main markets in the case of price fluctuation;
3. Maximum price of tap-water in cities and industrial zones;
4. Minimum export price in foreign currencies: rice, crude oil;
minimum import prices in foreign currencies: petroleum, urea;
5. Land prices for the purpose of tax calculation;
6. Import prices of certain goods for the purpose of tax calculation.
Article 3
- The State establishes the price management mechanism for:
1. Capital construction works which are State owned;
2. Fixed assets of the State for sale;
3. Fixed assets under the mechanism of capital reserve [bao toan von];
4. International telecommunication fees.
