Viet Nam resolved to observe child convention
HA NOI— Viet Nam has renewed its firm commitment to implementing the United Nations’ International Convention on the Right of the Child, said the Committee for Population, Family Planning and Child Care at a press briefing here on Wednesday.
"The country has made strenuous endeavours to reconcile the convention and the national law, including amendments and supplements to children’s rights codes," the conference was told.
In the spirit of the convention, the committee said, relevant State bodies have made thorough and comprehensive review of the country’s Constitution and other basic legal documents including the Criminal Code, the Legal Procedures Code and the Labour Code.
The Government has also issued a number of guidelines to create a solid legal corridor for the protection of children’s rights. In the period from now up to 2010, several more policies will be enacted to facilitate the continued execution of the 1991-2000 National Action Plan for Children.
Children have been always considered to be the primary target in the anti-poverty campaigns nation-wide, the committee asserted.
It stressed that encouraging achievements were recorded in the deployment of the 1999-2002 programme for the protection of underprivileged children.
The number of street children, young drug addicts, child workers and juvenile delinquency has dropped remarkably while firm legal actions were taken against child sexual abuse.
The National Fund for the Child Protection and Care has enabled thousands of children of poor families to receive free medical treatment, ranging from eye care to surgical correction of cleft palate and harelip.
The committee added that Viet Nam had succeeded in mobilising non-government organisations and other resources to support children’s rights programmes and projects.
It has co-operated with many foreign institutions for the attainment of child-oriented goals, with more than 400 NGOs projects currently focusing on Vietnamese children. — VNS
