Vietnam's e-Governance Rating Goes up
With an index of 0.364, Vietnam jumped seven steps to rank 105 in terms of e-governance performance, according to the latest United Nations study analyzing the current status of e-government in the world.
The 2005 report by the UN Online Network in Public Administration and Finance (UNPAN) rated the Southeast Asian country the 112th position among 191 countries worldwide.
The report’s index is a composite of web measure index, telecommunications infrastructure index and human capital index.
The web measure index measures the attitude of governments towards using e-governance as a means to inform, interact, transact and network with the public.
The telecommunications infrastructure index, or e-readiness index, refers to the number of Internet subscribers, the total online population inclusive of those without personal subscription, the number of mobile phone users, and the number of TVs per 100 people, as well as the provision of government services and products online.
The human capital index, essentially education index, deals with the level of public education and awareness created on the subject of information and communications technology (ICT) and e-governance.
As part of a plan on state administrative reform developed four years ago, Vietnam’s “Computerization of State Administrative Governance" project has been aiming to accelerate the country’s e-government program.
