The results of the first session of the National Assembly XIII

    The first session of the 13th National Assembly is concluded in success after 14 days thanks to the contributions of all levels, and to the high responsibility by members of the National Assembly
    Basic outcomes of the Session are as follow:
    1. Report on outcomes of the Election, review and examination on qualifications of Deputies of the National Assembly
At the first session, the National Assembly has been presented a report by the Central Election Council on the results of the elections of deputies to the 13th National Assembly and People’s Councils at all levels for the tenure 2011-2016 (hereafter referred as the Election); a report on voters’ opinions and suggestions during the National Assembly XIII election; and established a Committee to examine qualifications of Members of the National Assembly and approved the Resolution recognizing qualifications of 500 Deputies of the National Assembly.
Report of the Central Election Council shows the elections took place in enabling context: The Party Congress XI finished in great success; the comprehensive renovation process led by the Party has been making important progresses. Although domestic and international socio-economic situations remain difficult and complex, great efforts have been raised by all agencies concerned (the Party Central Executive Committee, the Politburo, Viet Nam Fatherland Front, and the media), and by the citizens to make the Election a success.

The Election of Deputies to the National Assembly XIII and People’s Councils at all levels for the tenure of 2011-2016 had concluded successfully: High rate of voters casting their ballots (99.51%); democratic election process; safe and legal preparation and implementation; 500 deputies with sufficient education background have been elected etc..
2. Nomination, approval of high-level personnel of State agencies, and decision on the Government structure
Nomination and approval of high-level personnel of State agencies is the crucial task of the first session. According to preliminary statistic by the National Assembly Office, decision making activity on important issues of the country in this session (primarily about high-level personnel) accounted for 87% of total plenary sittings of the session since this is significant to the quality and efficiency of operation of the state for its entire tenure.
 At the first session, the National Assembly has elected President and Vice Presidents of the National Assembly, Members of the Standing Committee of the National Assembly; State President, Vice State President, Prime Minister, Chief Judge of the Supreme People’s Court, General Prosecutor of the Supreme People’s Procuracy; members of the Ethnic Council and Committees of the National Assembly; Secretariat of the session; General State Auditor. The National Assembly has also resolved on the structure of the 13th Government with minor changes compared to the 12th Government. The National Assembly approved the Prime Minster’s nomination of 4 Deputy Prime Ministers, 18 Ministers, and 4 other members of the Government.
The nomination and approval of high level personnel, and the adjustment of the Government structure have been carefully prepared, and legally conducted so that the National Assembly has been able to elect qualified personnel to hold responsibilities and accountabilities to the Party, the National Assembly, and the people. As a result, the approval has gained high rate of vote, which shows consensus of deputies on nominees.
3. Legislative and Constitutional works:
     Unlike other periodic sessions, in this first session, the National Assembly spent limited time (12.9% of the plenary sitting time) for legislative work but has done an important task that is its discussion and comments on the objective, requirement, viewpoint, instruction, guideline, and method to research and amend the 1992 Constitution to institutionalize the 1991 Platform (amended and supplemented in 2011), Resolution of the 11th Party Congress, Resolution of the 2nd Central Party Session of the 11th Party Congress. At the same time, the National Assembly has resolved on the establishment of the 1992 Constitution Amendment Drafting Committee chaired by the President of the National Assembly with the participation of Vice Presidents of the National Assembly as Vice Chairs, and representatives of the central units.
    The National Assembly has considered and approved a Program for Law and Ordinance Development in 2012.
      4. Consideration of reports on the implementation of socio-economic development and State
     Deputies listened and spent one full working day in the floor to discuss the Government’s reports on the implementation of socio-economic development and State Budget in the first 6 months of the year 2011; solutions for implementation of socio-economic development  and state budget in the last 6 months of the year 2011.
    Opinions given in the floor shared the results by the Government in terms of macro economic stabilization, socio-security assurance and inflation control, notably a significant increase in export volume and goods market; inflation rate tends to decrease; budget revenues increases while budget deficit decreases; foreign exchange stabilizes gradually; foreign currency reserves rises; rational economic growth. However, deputies also made critical review of challenges and difficulties of socio-economic situation in the last six months of 2011 given internal economic shortcomings and external unpredictable situation. The National Assembly asked the Government to proactively instruct the implementation of 8 groups of solution proposed by the Government to the National Assembly, of which the National Assembly suggested the Government to give priority to the governance of monetary policy, fiscal policy, price stabilization, and socio economic guarantee toward macro economic and social stability as the foundation of sustainable development.
    The National Assembly also considered, discussed and approved the Resolution on state budget statement 2009.
    5. Other matters
    Based on the Government’s proposal, on social-economic analyses and assessments, and on future challenges and difficulties, having carefully considered the necessary and specific contents of exemption and reduction policy, the National Assembly has considered and approved the resolution on supplement issuance of tax solutions in order to ease difficulties for enterprises and individuals to enhance economic development in 2011.
